Haldimand East Elementary Accommodation Review

Update (January 30): Trustees approved the award for Prime Design Consultant Services for the new school construction at Fairview Avenue School site Dunnville, as set out in Request for Proposal 2017-107-RFP to Salter Pilon Architecture Inc.

Update (April 11): In January, the Board of Trustees recommended that the Grand Erie District School Board receive the Haldimand East Elementary Accommodation Review – Committee Report as well as the Senior Administration Report, prepared in accordance with Policy FT5 Pupil Accommodation Reviews, for consideration at the Committee of the Whole No. 2 meeting on April 11, 2016.

At the meeting on April 11, 2016, the Grand Erie District School Board Trustees recommended the approval of Senior Administration Recommendations for each school in the Accommodation Review:

  • Rainham Central – no changes
  • J.L. Mitchener – no changes
  • Grandview Central – Close the school and reassign all students to a new school to be constructed at Fairview Avenue Public School
  • Anna Melick – Close the school and reassign all students to Thompson Creek Elementary School
  • Fairview Avenue Public School – Apply to the Ministry of Education for Capital Funding Approval to demolish the current school and build a replacement school on the Fairview site to accommodate current Fairview and Grandview Central students.
  • Thompson Creek - Apply to the Ministry of Education for Capital Funding Approval to construct a four classroom addition onto Thompson Creek to provide sufficient total capacity to accommodate current Thompson Creek and Anna Melick students.

The Board of Trustees also requested a report back on the status by May 2017.

Please note that the Board will confirm the approval of the recommended motion at the Regular Board Meeting on April 25, 2016.

 

Update (January 25): The report was confirmed at the Regular Board Meeting held on January 25, 2016 and the two reports are confirmed to return to the Board at the Committee of the Whole Meeting No. 2 on April 11, 2016, 7:15 p.m. at the Education Centre.
 

Update (January 19): The Accommodation Review Committee for the Haldimand East Elementary review area submitted its final report and recommendations to the Director of Education and the Board of Trustees. Senior Administration reviewed the report and provided their recommendations for Board consideration.

Trustees received the Senior Administration Report and the Accommodation Review Committee Report at the Committee of the Whole Meeting on January 18, 2016. A motion was then recommended for approval that the two reports move to the Committee of the Whole Meeting No. 2 on April 11, 2016 for Trustees consideration and final approval. *Please note that the Board will confirm the April 11, 2016 date at the Regular Board Meeting on January 25, 2016.

The recommendation from Senior Administration is as follows:

  • Rainham Central – no changes
  • JL Mitchener – no changes
  • Grandview Central – Close the school and reassign all students to a new school to be constructed at Fairview Avenue Public School
  • Anna Melick – Close the school and reassign all students to Thompson Creek Elementary School
  • Fairview Avenue Public School – Demolish the current school and build a replacement school on the Fairview site to accommodate current Fairview and Grandview Central students
  • Thompson Creek – construct a four classroom addition onto Thompson Creek to provide sufficient total capacity to accommodate current Thompson Creek and Anna Melick students
     

Reports from the Committee of the Whole Meeting No. 2 - January 18, 2016

Update (December 8): The final meeting was held on December 8 and the Accommodation Review Committee (ARC) report was officially submitted to the Director of Education. This completes the Community Review Stage and the Board Stage now begins.

The presentation from the Director of Education is posted. Administration will review the recommendations and will prepare a report for the Trustees on January 18, 2016. Both the ARC report and the Administrative report will be made public when presented to the Board.

Delegations are welcome to present at an upcoming Board Meeting.

Recommendation from the Accommodation Review Committee

Haldimand East Elementary Accommodation Review Committee narrowed their options to Option 11 and Option 10B where they will confirm at the final meeting to be held on December 8 at Rainham Central.

  • Option 1 - THAT the Grand Erie District School Board close Anna Melick Memorial School and close Grandview Central Public School. Assign all students to a new school to be built at the Fairview Avenue Public School site and THAT Thompson Creek, Rainham Central and J.L. Mitchener remain status quo
  • Option 2 - THAT the Grand Erie District School Board close Anna Melick and assign students to Thompson Creek Elementary School; reassign Yarmey to Sutor Rd to Grandview Central Public School. Remove Rainham Central and J.L. Mitchener from the review. Fairview Avenue remains status quo

All options have been considered and have been narrowed down by the committee to include Options 3, 7, 9, 10, 10B and 11. The ARC meeting continues to deliberate on the options presented.

  • Option 1: Close Anna Melick
  • Option 2: Close Grandview Central
  • Option 3: Close Anna Melick and Grandview Central (full school enrolment re-assigned)
  • Option 4: Close Anna Melick and Grandview Central (Grandview enrolment split between two schools)
  • Option 5: Close Anna Melick and Grandview Central (enrolment spread over four schools)
  • Option 6: Close Thompson Creek
  • Option 7: Close Fairview Avenue
  • Option 8: Close JL Mitchener
  • Option 9: Close Anna Melick and Rainham
  • Option 10: Reassign Yarmey to Sutor Road to Dunnville Schools - Remove Rainham and JL Mitchener from review
  • Option 10B: Close Anna Melick; Reassign Yarmey to Sutor Rd to Dunnville Schools ; Remove Rainham and JL Mitchener from review.
  • Option 11: Close Anna Melick, Close Grandview and assign all students to a new school to be built at the Fairview site
  • Option 12: Close Fairview Avenue and accommodate all Fairview students at Thompson Creek

Background

Grand Erie District School Board approved a Pupil Accommodation Review for elementary schools in the Haldimand East area. Elementary schools included in the review are:

  • Anna Melick Memorial School
  • Fairview Avenue Public School
  • Grandview Central Public School
  • J. L. Mitchener Public School
  • Rainham Central School
  • Thompson Creek Elementary School

The Board completed a review of elementary pupil accommodation for the Haldimand East review area in June, 2011. At the time, the Board also approved the following motion:

  • "That the Quality Accommodations Committee provide a report to the Board regarding accommodations in Haldimand East within three years."

Updated enrolment and utilization data was provided to the Board in August, 2013 and March, 2014. At the March, 2014 Board meeting, the Board approved the following motion:

  • "That the Grand Erie District School Board establish an Accommodation Review of Haldimand East Elementary Schools including Anna Melick Memorial, Grandview Central, Fairview Avenue, Thompson Creek, Rainham Central and J.L. Mitchener Schools to commence Spring, 2015."

Accommodation Review Committee: Grand Erie District School Board approved an accommodation review for elementary schools in the Haldimand East area as of January, 2015. The schools included in the review are: Anna Melick Memorial, Grandview Central, Fairview Avenue, Thompson Creek, Rainham Central and J.L. Mitchener School.

Haldimand East Elementary School Accommodation Review Committee Membership includes: 2 Trustees; Superintendent of Education; representatives from ETFO and CUPE, Principals from Anna Melick Memorial School, Fairview Avenue Public School, Grandview Central Public School, J.L. Mitchener Public School, Rainham Central School and Thompson Creek Elementary School, A parent representative from Anna Melick Memorial School, Fairview Avenue Public School, Grandview Central Public School, J.L. Mitchener Public School, Rainham Central School, Thompson Creek Elementary School, Municipal Councillor of Haldimand County and a representative from the Chamber of Commerce.
